Chattanooga Property Taxes

I don't know how anyone still holds a job there. I've been sent 2(TWO) summons to court for back taxes, for 2 different years. I found out that my $290 pmt for 2017 was applied to my water quality svc, which had a balance of $24. So, there my money for my 2017 taxes, sat as a credit on my water svc. Now, this is the kicker! It wasn't then applied to my taxes. I was told in an email that it was taken off the court docket BUT, I still would have to pay it in addition to the interest and penalties due#$$$%÷×. Am I crazy or does this sound insane. The amt due went from $290 to $560. They know where my tax money is, but won't credit it.
Then, if that wasn't enough, I get another summons for my 2019 taxes. My bank stmts show both these items were paid. I don't know where they applied my 2019 tax money, but it wasn't applied to my taxes. I have my bank stmts that shows city of Chatt. and Hamilton county tax pmts. I have never ever received any notice from Hamilton county tax svc. They seem to get it right the 1st time. Maybe, they could give them some training!!!
I even spoke with the city attorney concerning my case. Nothing but promises. No action, oh my mistake. I just received a letter from a collection agency for $138 + $18 fees for water quality fees that's usually attached to every property tax. She said, we do have another one from City of Chattanooga for $560. They just haven't mailed it yet.
There needs to be an investigation of this tax dept for the City of Chattanooga.
