$10 wash makes the gas even cheaper, I always come here

I bought a car wash at the pump when paying for gas. Added $10 to my fuel purchase. When I finished filing up I pulled up to the car wash entrance to redeem the code on my receipt when I notice a (noticably weathered paper sign taped to the machine that says out of order. I walked into the shop and asked the cashier for a refund he said he couldn't because it's a credit card transaction and wouldn't give me cash either. He wasn't even apologetic about it. He said I could come back within 30 days. I don't live out here, I'm out here for a job I live an hour away. It would cost me the same in gas just to use it. There wasn't even a sign or anything on the pump. It's as if they want this to happen.

tl;dr charged me for a car wash that didn't work, wouldn't give me a refund and wasn't even sorry.

They literally scammed me out of $7 car wash, paid went to press receipt button notice comes up unable to print receipt see cashier, go into car wash wash does not work go in tell cashier he says no problem here is code for $14 car wash for trouble, put in code same thing happens go back in ask for $7 refund he asks where is receipt I say machine said see you, sorry nothing I can do come back when fixed and I will give you car wash.

Car wash broke and refused to give refund.
