Just build whatever you want, whenever, they do nothing for anything. Hell my neighbor can drain his septic into a protected Creek, that is completely ok. Drop trees on your neighbors property, sounds unsage, awe they don't care. Hell, you don't even have to own the property in their eyes, just make sure it doesn't effect them or their home, and it is A ok. And people wonder why we lose faith in our government.
