It's a parking lot that's in need of resurfacing.

Its the cramped parking lot for the Dave's in Shaker Square. Its free. There are signs that say only Dave's customers. Not sure if they really monitor this or not. The lot on the northwest quadrant of the square is better, unless you are going to Dave's that is.
