The petit crook of a man whose abode this is rented me a car for 1200 euros, but tellingly tied that transaction into an accommodation contract, we both signed (so he could make money without the trouble of actually being licenced; by pretending he was 'lending me the car'.) HE LATER BROKE THE AGREEMENT ANYWAY AND THE POLICE SAID IT WAS NULL AND VOID DUE TO HIS CAR RENTAL ILLEGALITIES. Crime number 1.

Unusual behaviour, you might think for a man who is a local government property inspector at the Camara in Sao Vicente. But small-time, small-town criminality is as old as these hills. I did not Know he was infamous locally for his dodgy dealings and conman activities. I DO NOW. Eyes roll when his name is mentioned.

In early November 2020 I informed the PSP police after the short man with few scruples took the rental car off me in the dead of night. Initially pretending not to know anything about it (but later admitting to having it once more, to the police), this was a clumsy attempt to force me to vacate my home. The police knew he'd taken the vehicle straight away - but he'd just lied about it. Crime number 2?

PSP took particular interest in his decision to actually put the rental car into the contract. He may be a crook, but he is not a smart one.

After filing their report, PSP passed him on to two other law enforcement bodies. The chappie is now being investigated by ARAE (economic police) for operating a car rental service without a license and another branch for breaking our accommodation contract and then threatening to turn up and cut off my water and power supply and turf me out with goons. Crime #3.

He has already once turned my water off. Crime #4.

He is also able to turn off the streetlight (working at the camera) and my two streetlights either side of my car went off permanently the night before my car vanished. How odd. Crime #5.

He's basically inept and lies a lot and has got away with most things before because, though a bit of a narcissist, he's good at keeping a low profile. I'm not sure the local law enforcement actually do anything much, so that may help low level crims like him. I think they see him as an acceptable pain in the foo foo.

One of my neighbours is in a similar situation with him, house-car-wise, (crime #6) but so far the inept, Diminutive One hasn't reclaimed his vehicle or tried to force them out. Though they did have problems when a car he rented them in the summer broke down then vanished for a month - with no refunds.

We think his interest in hassling me all started as he had had a whiff of another tenant wanting to rent my place - offering considerably more rent. Weird, greedy and incompetetnt, he couldn't actually have a rational conversation about it.

Messed up is as messed up does.
