The building's name, Merdeka (which means 'independence'), is inspired by its proximity to two stadiums: Stadium Merdeka and Stadium Negara. The spire of the building was completed in November 2021.
The building is expected to be finished by the end of 2022, and will become the tallest in Malaysia and Southeast Asia. It will surpass the 632 m (2,073 ft) Shanghai Tower as the world's second-tallest building and structure, surpassing the 451.9 m (1,483 ft) Petronas Twin Towers as the tallest building in Malaysia, and surpassing the 461 m (1,512 ft) Landmark 81 as the tallest building in ASEAN. taking the title by virtue of its 160-metre-tall (520 ft.) spire. The building will also be the first in Malaysia to receive a triple platinum rating from worldwide sustainability certifications, including the Leadership in Energy and Environmental Design (LEED). The Merdeka 118 (the whole precinct's) development is a 19-acre land funded by Permodalan Nasional Berhad (PNB), with a budget of RM5 billion. When completed in 2022, the tower will be the tallest building in Malaysia. It is planned to be constructed in 3 phases and will consist of 400,000 square metres (4,300,000 square feet) of residential, hotel and commercial space.
The building will consist of 100 storeys of rentable space, including 83 storeys of office space, 12 storeys of hotel rooms, 5 storeys of hotel residences, an observatory floor to be the highest observation deck in Southeast Asia, it has two observation decks, the first one is inside the building, and the second one is inside the spire, and a retail business center (118 Mall), and will be surrounded by four acres of urban and linear park. The non-rentable space consists of elevators, recreational and maintenance facilities, as well as parking spaces for up to 8,500 cars. 60 out of the 80 storeys of office space will be reserved for Permodalan Nasional Berhad (PNB), the developer of the project, and its subsidiaries.

Studium Merdeka has significance as the site of the formal declaration of independence of the Federation of Malaya on 31 August 1957 and the first modern building of the new nation. The stadium was the principal venue in Kuala Lumpur for celebrations and sporting events until 1962 when the Stadium Negara was built. In 2008, the Stadium Merdeka received the UNESCO Asia-Pacific Award for Excellence for Heritage Conservation owing to its cultural significance and embodiment of a unique independence declaration event.
Stadium Merdeka was constructed from 25 September 1956 to 21 August 1957, and was designed by architect Stanley Edward Jewkes. It is the site of one of Malaysia's most historically significant events. On 31 August 1957, power was transferred from the British Empire to the newly independent Malayan government. Tens of thousands of people crowded into the stadium, which was built specifically for this occasion. The stadium served as the principal venue in Kuala Lumpur for celebrations and sporting events until the mid-1990s, when the Bukit Jalil National Stadium was built. The stadium and its land were given to a private company which had intended to redevelop the land into a RM1 billion entertainment and office complex.
