ഗ്രന്ഥശാല പ്രവര്‍ത്തകരുടെ ദീര്‍ഘനാളത്തെ ശ്രമഫലമായി അവര്‍ ആഗ്രഹിച്ചതു പോലെ ജനകീയ മുഖമുള്ള ഗ്രന്ഥശാലാ നിയമം '1989ലെ കേരള പബ്ലിക് ലൈബ്രറീസ് (കേരള ഗ്രന്ഥശാലാ സംഘം) ആക്ട്' കേരള നിയമസഭ പാസാക്കി. അതിന്റെ അടിസ്ഥാനത്തില്‍ തെരഞ്ഞെടുക്കപ്പെട്ട സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സില്‍ 1994ല്‍ നിലവില്‍ വന്നു. സംസ്ഥാന - ജില്ലാ - താലൂക്ക് തലങ്ങളില്‍ ഭരണസംവിധാനമായി. 1994 ഏപ്രില്‍ 27 ന് കടമ്മനിട്ട രാമകൃഷ്ണന്‍ പ്രസിഡന്റായും ഐ.വി. ദാസ് സെക്രട്ടറിയുമായി ആദ്യ സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സില്‍ അധികാരം ഏറ്റെടുത്തു.

സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സിലിന്റെ കീഴില്‍ ഇപ്പോള്‍ 8182 ഗ്രന്ഥശാലകള്‍ അഫിലിയേറ്റ് ചെയ്ത് പ്രവര്‍ത്തിക്കുന്നു. ഗ്രന്ഥശാലകളുടെ നടത്തിപ്പിനും ഭൗതിക സാഹചര്യം വര്‍ധിപ്പിക്കുന്നതിനും വേണ്ട ധനസഹായം സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സില്‍ വിവിധ ഗ്രാന്റുകളായി ഗ്രന്ഥശലാകള്‍ക്ക് നല്‍കുന്നു. സര്‍ക്കാര്‍ ഗ്രാന്റും ലൈബ്രറി സെസുമാണ് സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സിലിന്റെ വരുമാന മാര്‍ഗങ്ങള്‍. ഡോ. കെ.വി. കുഞ്ഞികൃഷ്ണന്‍ പ്രസിഡന്റും ശ്രീ. വി. കെ. മധു‍ സെക്രട്ടറിയുമായുള്ള അറാം സ്റ്റേറ്റ് ലൈബ്രറി കൗണ്‍സിലാണ് ഇപ്പോള്‍ നിലവിലുള്ളത്.

കേരളത്തിലെ ഗ്രന്ഥശാലാ പ്രസ്ഥാനം ജനങ്ങളുടെ ആവശ്യകതാ ബോധത്തില്‍ നിന്ന് ഉത്ഭവിച്ച ഒരു സാംസ്‌കാരിക കൂട്ടായ്മയാണ്. ഭാഷയുടെയും സംസ്‌കാരത്തിന്റെയും
