To the guy in the De Troye work van, turning south onto Highway 41 at College Avenue in Appleton, at roughly 11:20 a.m. on October 2nd: The lane to that on ramp starts well east of the 41 underpass, and said turn lane - and the on ramp itself - is only one lane. Perhaps he shouldn't have been on his phone while trying to navigate unfamiliar territory? Then he wouldn't have made an illegal turn from the wrong lane, cutting off traffic and then trying to "bully" the driver who did know what he was doing, going up the on ramp?
