Captain Mountains Lookout is a nice place to see the plains to the south of Millmerran, which overlook the Millmerran Power Station. It has two long benches with seats underneath a gazebo. There are no bins or any other facilities that are provided. It is a nice place to stop over for a break if one is traveling between Texas and Millmerran.

Too far away to see anything in great detail but you can get a good sense of the size of the power station. Facilities are minimal - just a covered picnic table.
