Winslow Wastewater Plant

Contacted this company to ask about their potable water. Inquired details pertaining to costs per gallon hours, charges etc. Once I arrived at water station, there is a small brick building with no sign or details pertaining to any costs or instructions for usage. There is a card reader on the wall also a hose for self service.
The card reader wasnt legible, the screen glitched and appeared to show letters as if it were a tetris screen. It charged me roughly $10 on my debit card even though I immediately pressed cancel. I did not utilize any water. I contacted winslow wastewater plant via phone to discuss,.. the woman I spoke to was nice and explained having no knowledge of any hold deposit of any kind which is the only thing I can assume happened. Once contacting local townsfolk, I've heard from many people that they too recieved $10 transaction on their card which is confusing because there is no mention of this anywhere, nor is there any mention when you call the company inquiring. Also confusing because the company only states that they charge 3 cents per gallon, nothing more. The lady that I spoke to on the phone said I would recieve a call from finance manager, no one has returned my call. Will not utilizing any services again from this entity due to lack of transparency and lack of proper communication regarding charges.
