The road on the Abra side is a forever ongoing project. During the rainy season it's sometimes impossible to navigate through the mud.
If you do make it up to the boundary there's a kind of hut for a rest and to have a snack before continuing down the mountain road to balbalasang.
One tip, before you cross over to Kalinga take time to have a hike though the mossy forest on the Abra side.
