Atm open at 11pm. Looks to be 24 hour. No fees with Bank of America card. Wouldn't accept my older card, took my wife's which has a chip.

UPDATE: Raul came through, I got my card back! Yay!
Scotia bank manager Raul Gutierrez unprofessional, corrupt and dishonest.
Simple problem of the in-bank ATM eating my card. Raul refused to help.
Only after finding out on my own that the company with the keys to the ATM needs an email from Mr Raul stating the issue they can send someone out the same day to open the ATM and retrieve the card, did Mr Raul finally agree that I come back that afternoon but would have to pay a fee? (corrupt). Upon returning Raul was not there and had never sent the email (I confirmed this over the phone with the company).
He did arrive later and conveniently had no recollection of our conversation.
As a tourist you are lost without your card and an international bank should have higher standards and honest customer service in resolving problems.
Had never had an issue with Scotia before today.

No fee ATM. Dispensed cash without issue. Don't bother with cambios and their poor exchange rates; an ATM is best way to get soles at a rate closest to the bank rate. This Scotiabank is close to Palacio del Inca hotel.

Scotiabank es segundo banco más cercano a la Plaza de armas.

Tiene un ATM a su lado, Sumamente seguro.

Aunque suelte estar concurrido en ciertas horas de la tarde.

Es la mejor opción para turistas para hacer una visita al banco y al museo en el que reside.

Aunque mis tramites fueron simples la atención del personal fue excelente. Cómo información adicional me dijeron que el cajero de depósitos no acepta billetes de 100 dólares ni de 200 soles, tienes que hacerlo por ventanilla. Lo más importante es un lugar histórico de la ciudad del Cusco y cuenta con un museo de sitio al que puedes visitar a modo de hacer tus trámites.
