Πριν την ισπανική κατάκτηση στο σημειο πιθανολογείται οτι ηταν το παλιό παλάτι των Ινκας Coracora. (Κουκουβάγια). Μετα την έλευση των Ισπανών χρειάστηκε χωρος για την ίδρυση Δημαρχείου στην πολη και υπαρχει απόφαση του 1559 για την ίδρυση του. Κατα τον   19ο αιώνα, στην εν λόγω τοποθεσία εγκαταστάθηκε η Νομαρχία του Κουσκο μεχρι το 1873, που εγκαταστάθηκαν το Δικαστήριο και το Αστυνομικο Τμημα. Σημερα στεγάζει το Συνεδριακό κεντρο και το Μουσειο σύγχρονης Τέχνης. Αποτελεί μνημειο Πολιτιστικής κληρονομιάς της Ουνεσκο.
