I have visited the Bank of India Mathurapur branch for account opening and submitted the duly filled up form in the branch more than a month ago.

When I came to enquire about the status of the same, they didn't made any progress and then the officials declined to open the account.

I wonder how a bank can decline to open a bank account? Why are they declining to provide the service to citizens?
